Default The owners wont' sign the title, advice needed

So I bought my 00 s2k by in August of 07. The last owners still owe money on the car. After my bank sent their bank the money, their bank sent us the title with no signature . So my bank sent their bank and the last owner 2 power of attorneys so we can sign for them. We got a P.O.A from the bank and not the last owner.

It's been over 8 months and my bank has tried almost everything to get the last owner to respond but no luck. The DMV said I can't get anymore temps and I don't know what I can do on my end. I got a few questions;

1. Can I sue the last owner and their bank?
2. Can I null the sale?
3. Is it true that the last owner is still liable for the car since their nams are still on it?

What would #3 depend on? If the guys name isnt on title and the previous owner is, how is he liable? (not arguing, just curious)

And you're on the hook to your bank for the loan regardless of title dispute.

maybe you can find and/or pay someone who lives close to the guy to go to his doorstep and force a signature out of him.

i had to get a P.O.A. when i bought my car as well, since the last owner didn't sign the title when the bank sent it over originally. you'd think these banks would know that it has to be signed first before sending it...
