Anyone know any legal actions I can take agains these guys for holding my funds for 180 days (6 months!?)

I have a balance on my paypal account and my account was limited through PayPal's new policy to verify everyone. So after faxing in all my documents multiple times (about 5 times so far) they still have my account limited and it is obvious they are trying to lengthen the time they keep my money. I then try to call in to cancel my account and have my balance paid out in full to me, but they said they have to wait 180 days to do that if I am "unverified". This is bogus, I've been with paypal for over 3 years and never had such a problem. Is there any legal action to take against these guy to get my money faster? I don't want to wait 6 months later to get my money that they owe me. Its so frustrating.

there have been some recent changes in the cc industry. I just read the service agreement and they say they can hold for 180 to protect from cc chargebacks.

I think to be verified you have to have your PayPal account linked to your bank account or credit card as a positive form of ID. I just transferred a couple of thousand from PayPal to my bank in Australia last week and it took around 3 days to turn up on my end.
