Plastic BB Guns
the clear plastic battery-operated guns are probably less safe than Fisher-Price toys, but they aren't dangerous in the normal sense. If someone throws a lego and hits you in the eye, it could be bad, just like if a plastic BB hits you in the eye. A 14 y.o. kid is responsible enough to handle it. Just set some strict guidelines for use, and don't change them. They are toys, but only under certain conditions. They are not something to take to school or shoot out a bedroom or car window. In an open field wearing safety goggles they are safe enough. Basically, there is a time and place to play with them, same as baseball or football.
Your kid will probably do something stupid with them at some point, but that's how he learns what stupid is

He's going to live with his dad for good in the summer so it would only be for a little while. I also was going to get the goggles that wrap around the eyes, top and bottom.
All this is contigent on him getting his grades up and by the way that's going this will probably not happen.
As long as you believe that this "14"yr. old kid is mature enough to handle the BB gun with care with a sense of responsibility than i don't see why not he shouldn't get one. What are his intentions with a bb gun? A paintball would be much more fun since he can go out in the open field and play with his friends rather than using a BB gun and injuring one another.
I think it's should be decided in each case differently. I had my first bb gun when I was around 8 or 9. I started shooting tin cans glass bottles, then went to birds and then squirrles. Then I got a real gun around 12-13 a small gauge shot gun. I was fully aware of the danger at that age.

It was a gas powered beretta m93r with full auto, 3 shot burst, and single shot. Good fun, and the thing looked really cool(and real minus the orange tip). I only used it to shoot at crap like cans, and stuff in the backyard.
I am not a big gun person, but some of my friends were and were into the airsoft thing and would get together and run around shooting each other with all of their guns and gear in a field.
I would say that if used properly and safely, they are good fun. The ones you can purchase at Walmart are probably what you would want to get if you are not too sure how the 14year old is going to use it. I am guessing, but I think the ones you can find at Walmart are less hardcore than what is available at the site I linked above. And the clear look of the gun is good too for identification purposes(just make sure it doesn't get painted). I say if he is responsible, go for it and have fun. Just be sure to be safe.
