You cant just "PIT" someone anytime or anywhere you want. If you believe that the officers could have stopped them earlier dont you think they would have? Until you have seen the whole 34 mins on tape you cant even begin to armchair quarterback what those officers decided to do or not do.
the car went through multiple districts with different jurisdictions letting off the chase and coming on...through heavy traffic...and your telling me they cannot radio ahead and put units in place in some way shape or form...

I don't know the big brother ramifications of this, but there should be built in to cars a computerized disabler that is only police accesable so that cars fuel lines can be remotely cut off. Then car chases would end.
