I don't want to be "that guy" but I used to be a assistant manager and then a GM of a few Pizza Hut stores. You are 100% able to refuse someone service for any reason. Tell him to forward the messege of "kick rocks" to said individual.
1)He can refuse service no problem, and if I were him, I would tell them to choke on it.
2)Food poisoning is IMPOSSIBLE to prove, and takes AT LEAST a few hours to set in. I run a large restaurant group in NYC, and have seen people claim food poisoning while they are still eating. Even IF they got food poisoning from your establishment, again, they can't prove a damn thing, and the worst thing they can do is smear your reputation.

thanks again. I talked to him yesterday. Her address is flagged and there won't be any deliveries to that residence again.
I think she'll move on to the next business. I think he should pass her name to all the delivery places and black list her.

as others have said he can refuse service to them at any time.
it becomes more of a sticky legal situation if they are in your restaurant and you are asking them to leave for no apparent reason.
I have to ask if he is a legal immigrant, as if he is, he may have some legal suits against them for libel if they are to tarnish his reputation because he refuses to pay their "blackmail".
unfortunately there are alot of things customers can do to really aggrevate your business. calling in take out orders and never going to pick them up being the easiest for shitty patrons to do. this can cost money in food and paper good costs aswell as labor to prepare the foods.
If I were him I would get ahold of the local authorities to let them know whats going on and also place a call with the local health department and let them know that there may be some ass holes calling them to file a food poison complaint and that its a bs charge.
some people, under mosaic law they could be killed for bearing false witness. oh the good ole days.

Technically it is pretty impossible to sue a restaurant for "food poisoning." It takes hard evidence that THAT place gave you sickness. Yes, he can refuse service. It's his restaurant. It's like telling the guy at the bar while being a bartender that hes had too much and is cut off. But this is pizza.
