1)Because it is a more urgent issue to unload your #$@#$@. That can't wait. When you got to go you got to go. Sure there are often times when it is an emergency to find a parking lot quickly, but if we allow that, people may abuse it.
2)What would you rather do, patrol the parking lot or the loo?
