Your store is violating credit card company regulations. For example, it is actually a violation of Visa's cardholder agreement to have a "minimum purchase". All major credit card companies work this way (Visa, Amex, MC, ect..) Your business' ability to accept credit cards may be revoked at the discretion of the company the customer's card was associated with.
