Yes, I'm serious. I watched it on the news last night and they showed both males and females. It wasn't just chics walking around with their thongs hanging out. It was also guys wearing pants that were 40 sizes too big for them hanging halfway down their asses with their boxers hanging out. You can't tell me you've never seen this before.
As much as I can't stand when young people walk around dressed like this (the future of America), I think fining them is abit stupid. I think they just need a good ass beating from their parents for free. Oh but wait, I forgot you can sue your parents for that now.
