Definitely allowed, this is why they just plug on an annoyance fee when they catch you. The cops want you to mod so they can make quota easier.

in the law book where they use a bunch of fancy words and million-word-sentences, it says even changing your front bumper is illegal because different bumpers aren't tested for pedestrian collision safety.
