I've worked under a PE since I started college. I had 4+ years of full-time experience by the time I graduated - six four-month internships, a full year on contract the year I got married, and three semesters of full-time work while in classes - all working with at least one PE. My two jobs in 5.5 years since graduation have been under a PE as well. My current company has a few PEs so it was easy to get references, which is a big plus. I'm not required to have a PE for the work I do but I wanted it (and the company wanted me to get it) for my own benefit and to open doors that would otherwise not open.

You don't HAVE to work under a PE to get your required work experience but they prefer that you do. All that is ultimately required is that you do work that gives experience not necessarily achievable through general study or self-teaching.
