This is a nice approach, making the cop the judge. Thinking of the cops you have dealt with, how many of them would you feel comfortable with having this kind of power

The ability to suspend a license on the spot has been here (CA) for a while.

Driving is a privilege, not a right. I'm not overly worried about a license suspension; I'm worried about the potential conviction behind it.

The state/province should be very worried about impounding/destroying cars of the innocent; that could get costly.

Perhaps, people don't tend to sue the government much up here, I don't know if laws exist to prohibit this, but I never hear of it. You hit the nail on the head though, honest mistakes from officers that result in innocent people getting wrongly punished with no due process.

Which is exactly why police should not have the power in the first place.. arrest the person and let the judge deal with it. You can't drive and endanger others when in jail.
