Last time I checked, 20K/yr is over the poverty line for a single parent - I recall it being somewhere near 17K (or roughly $8.25/hr for a 40 hr/week job), so in that case they'd be ineligible for some of the Welfare benefits.
Now, if you're talking a strictly Welfare parent, you're looking at per child benefits - ridiculously small but the parent sees $40/month more for another kid. When drugs are involved (and they frequently are), that's $40/month more that can be spent on drugs.
Now, if you're talking a traditional 2 parent household where neither parent makes a decent income, but are not on welfare, I don't know. Love of kids probably has a small part to do with it, but at some point a truly loving parent needs to step back and think "can I really give all my love to a child when I have to give all my time to afford feeding him?" I don't think logic applies for many parents. It seems to me that when you can't pay the bills with the kids you have, that $20/month for BC pills is a better choice than another child.
