"Tuners"
I think a tuner or tuners is a group of people that work for a comapny that does complete vehicle build up's, i.e Spoon, Top Secret, J's etc. Fuel, engine, suspension are all aspects they "tune" , enhance or improve upon.
I dont think individuals get the title of being a tuner, maybe Smokey Nagata or Tatsuru Ichishima, or somebody who is very good at doing everything, a true talent.
I think most are just enthusiast's.

the incredibly stupid thing, IMHO, is that someone called a "tuner" just sticks plastic crap on the sides of a car, they don't actually know how to perform even a basic tune up.
People who actually extract more power from a stock powerplant (or return a car to running condition) aren't called tuners because the term "tuner" is like calling a bald man "curly."

Tuners as a lifestyle should only apply to those who actually do the work on the cars themselves. I think it should also apply to all car makes and not just imports.
If you dont do the work yourself but totally dedicate yourself to researching and learning about the car that is being built with your money, I guess you can call yourself a tuner but whats the fun in doing that???
