Well, I believe you should wash your hands before pissing - the world is a dirty place, and I don't want it on my piece. Not washing before or after is dirty.
As far as leaners, if you need to be sneaky about it, put some vasoline on the divider - do it long enough and they'll stop leaning...

Funniest "leaner" I saw was at some game, where it was one of those urinals that reaches all the way to the floor. There was a little kid standing almost INSIDE the urinal, with is pants on the floor, leaning forward with his hands on the wall of the urinal itself.

I lean at home, especially if I've just gotten home drunk, or I was doing something more fun and am exhausted and just need to aim down and let it flow... there's some sort of primal comfort in leaning..
that being said I would NEVER lean in public, there's definite proper etiquette in public restrooms...
what's more concering is how many people I see that don't wash their hands.. it's at least 30%... and that's when other people are in the restroom, I bet half of those don't if nobody is in there... makes me think twice about using anyone else's keyboard.

I was at a training class at a hotel in st louis and walked into the restroom during break to see some dude standing at the urinal with his pants all the way down to his ankles.
