Don't you wish everyone understood that??? Unfortunately, plenty of people with small companies overlook the ill effects of a crappy image... oh well!
1. Fast
2. Cheap
3. Good
It can be fast and cheap, but it won't be good. It can be cheap and good, but it won't be fast. It can be fast and good, but it definitely won't be cheap.
Unfortunately, most want the quick and dirty fast and cheap site -- then complain when it isn't very good.

It frustrates me to no end. I do a lot of freelance design and although I tend to stay away from websites, I have done quite a few and I always give my clients a list of three options. I tell them they can pick 2.
1. Fast
2. Cheap
3. Good

People will want you to work for 40 hours and only pay you a few hundred.
I had a problem where there was a middle company delegating information back and forth, then half way through, they said to stop and finish the site.
What no testing? OK then, here ya go.
Year later, another project, but this time they only wanted to pay me for 8 hours of the 30 I worked. So I took the 8 hours and didn't give them the source code to the site. They threatened to sue, it was fun.
I told them I would counter sue for failure to pay and also let them know that I never signed an agreement to give them their source code. I said if they want to cut me a check for the remaining 22 hours, it's all theirs.
9 months later, they finally had their site up through another programmer.
Ya no kidding. It just seems as if everyone wants a website these days, and even if it's a hack job -- as long as it's up and running then it's ok.
Granted, I've worked with some awesome clients as well too, who have let me use their office spaces (most of my clients are tech companies -- great at programming, not so great at the creative side of things) so I can utilize the programmers when I have coding issues.
Quick and dirty websites are NOT THE WAY TO GO!!!

I do a good amount of freelance web design and have taught myself everything through reading books and web info. There are alot of great forums out there like this one that can be very very helpful.
I hate web design. I recently had to design a personal site and it was a PITA. First I used publisher because it was an easy to use layout program. That wouldn't render at all on a mac once it was finished. The I used frontpage. Still doesn't render correctly on a mac at all, but it works.
Next I'll go back and re-do (for the third time) with dreamweaver, but I don't have time right now.

Web design and hosting is my main stock in trade.
That site is very elementary and has been produced in FrontPage 5.
You could make life easy for yourself by using the same editor especially if FrontPage extensions are being used, which it looks like they may be for the 'email alerts' submission form and the search facility.
Apart from that there appears to be no scripting...it's just plain old HTML.
You can see by this page...

... that the site appears not be installed on a server with FP extensions installed so that could be your first job right there. This is usually a one-click job via a web based control panel that comes with most hosting plans.
As far as design goes you can buy some absolutely awesome top notch templates these days that will save you lots and lots of time during the creative side of development. If you decide to pursue this I can give you links. Have a look kat these 'food' templates for example (hope the link works)...

munckee ... Publisher is probably the worst app possible for making web pages but I understand why you used it.

Yeah, I've since learned why publisher is so bad.
What I don't understand is why I'm still having trouble with frontpage. It's my understanding that FP should work pretty well, but I'm still having problems with the page loading correctly on certain systems.

PM me if you're interested, I'll be sure to get you that raise.
