Depends on what county you live in. Some counties in California are practically "shall issue," which means, if you fill out the paperwork, get the training, and have a clean background check, then you get one... Other cities/counties, good luck. It all depends on the Sheriff.

best (hand) guns for a beginner:
Glock - i have a model 22. its a full sized .40 cal - more punch than a 9mm, more controllable than a .45 - downside - hard to find ammo, ammo is more than 9mm. i have put about 10,000 rounds though my glock and had maybe 3 or 4 stove pipes, due to a dirty extractor. no part have needed to be replaced.

Smith and Wesson M&P - same benefits as Glock, but looks better, and has interchangeable grip sections for comfort. i also think it has a better grip angle than the glock. ill be buying one, probably in 9mm for my wife.

both guns are extremely reliable, you can buy cheap reload ammo and the gun will eat it right up. i recommend cleaning guns regularly, once every few months while in storage to inspect for rust, and every time after shooting. the good thing with both of the guns mentioned is that you dont really need to clean them that much, its just a habit of mine. both guns are accurate enough to shoot someone where you want to shoot them, you wont be winning any accuracy competitions, but they are good enough to group 2-3 inches at any reasonable home defense distance.

also consider a cheap .22 cal gun in addition to your main gun. whether it be a rifle or a browning buckmark or something. .22 is insanely cheap and you can practice your fundamentals of shooting without dropping tons of money every time your at the range.

i also read about .40 vs 9mm. its about energy delivered to the target, number of rounds, cost of ammo and how easy to find ammo, right?

 

It's about what feels better to you and what you're better with. Everyone has their own standard and opinions. You really need to do some shooting before you buy or you're just buying in the dark but, if you want my honest opinion if you are going to be carrying the gun go with a .40 over a 9mm. The 9mm is a fast moving bullet and FMJ's will simply pass through you.

 

I consider the 9mm an insufficient round. Pope John Paul II survived being shot by six 9mm rounds. He would not have survived half as many .45 rounds.

I have a Glock 30, .45 ACP and I've shot several Glock 9mm. At least to me, the difference in felt recoil was very small.

Though I completely agree about get a .22, they're crazy cheap and fun to shoot.

 

It's insufficient for stopping someone without a well placed shot but, it's perfect for competition because of the accuracy and the amount of rounds it can hold. A .45 is what I would choose for carry though.
