to me, hooking up just means you hung out with the girl, maybe kissed, maybe felt her up a bit, but does not mean sex. if you had sex with the girl, why would you use "hook up" as your term, you could just say you "banged the shit outta dat beeyotch!", makes for much better conversation and is much clearer communication.

and yes, the NC way of "hooking up" is usually anything but sex... but it also depends on who you talk to

so pretty much, it just depends on who you ask as it means one thing to one person and something else to another
