What in the hell
Yeah like the educated people have said, this is a commonly witnessed phenomenon called the bystander effect, that holds true regardless of what society or culture you are from. As people have noted, it was first investigated because of what happened in NYC.
And it's not just one isolated case in the U.S. You can find countless examples of the bystander effect in everyday life. Broken down cars tend to get no help in busy cities, people dying in the street tend to get no help in crowded markets, etc etc. In fact researchers have even proved it in controlled tests.
One such test is a pretend phone interview were your interviwer (pretends to) literally has a heart attack and dies on the phone while you are talking to her. If you are the only person on the line with that person, you will almost always call the ambulance for them. If you are on the phone with a group of others interviewees and your interviewer has a blood curdling death on the phone, literally everyone hangs up and lets the person rot.
There are alot of explanations proposed for this behavior, mostly imvolving the idea that someone else must be more qualified than you to help, or that the conservative behavior of the group, and it holds true in every culture/society.

while i was driving yesterday, i was thinking about this topic.. the area it happened in seemed pretty run-down. i think most people in these types of living conditions dont have much self-worth, therefore could care less about a fellow human being. there have been times in my life when ive felt worthless and didnt give a rat's tail about anything. imagine having to live this everyday.. or maybe thats just me trying to explain something so inexplicable.

China has a one child policy for families. Each year 7 million babies are aborted by the Chinese government - most of them female. Boy babies are favored in their culture. That their society has obviously adopted a relative indifference to the value of the life of a female child is hardly astonishing. While this driver is a real failure as a human being, it's a wonder anyone cares in a society that holds life as valueless on such a scale.
