why do bookstores allow people to study?

the cafe section has their own chairs and table. i am talking about the chairs and tables in the bookstore itself. food and beverages aren't even allowed in the bookstore area, although people hide them in their bags and eat/drink when noone's looking. i have no problem with people buying coffee and snacks at the cafe section and use the cafe's chairs/tables for studying, but unless they are shopping at the bookstore at that particular time, they really should not be occupying the chairs/tables in the bookstore section.
