US TV is 29.97fps, a 0.1% slow down from 30fps for blk & white -> color NTSC transition (long story, we hated the system), you said 60 probably meant by 60 FIELDS in 30 FRAMES

Saying I don't know what I'm talking about isn't a nice thing to say!

progressive is 60fps though, right? I believe the TV CONTENT is 30 but the scan rate is 60. I know they have to do 60 if they accept VGA or DVI (and thus HDMI)signals.

I think he meant TVs update content on the screen at 60hz.. I.e. an LCD refreshes the picture 60 times/second. Content encoded with 24fps will use the 232323 (3:2/2:3 pulldown) method to display this.
