Can I run 17x8 1/2(35-38 offset) and 17x9 1/2 (35-38 offset)?? And if I went with a 17x8 and 17x9 can I go even lower, say 25-30 offset???? What would I need to do? You would need to run 215/45, 245/40 with -2 front, -3 rear camber.
17x8+30, 17x9+30 is really pushing the limits on stock fenders even with a 215/245. the tires wont stretch as much on an 8, and 9 inch rim so you won't gain a lot of clearance from that.
It really depends on how much work you want to do and what ride height you are going to be rolling at.
You would need to run 215/45, 245/40 with -2 front, -3 rear camber.

The specs I gave you (read my quote 3 posts up f20milo...the one that says +50 offset), are for pretty much no work to your fenders...rolling the rear would probably be it...and you could do with stock camber specs.
