Thought I'd take a shot with this file hope no one minds
1) took the noise down a bit in Noise Ninja, didn't let NN do much sharpening.
2) Colour Balance in Paint Shop pro
3) Bumped the contrast up a tiny bit
4) Brought the Gamma down a bit
5) Reduced the saturation a bit
6) gave it a little unsharp mask

Not sure if this achieves the same objectives that you set out but it's not as noisy at the end.
I agree with ludikris the noise is coming from the processing.

To get shots through a fence, you need to open the lens up as much as possible (f/2.8) and get the glass as close to the wire as possible (even take off the lens hood). Last year I didnt have press creds and took some great shots through 2 barriers without a hint of wire or fencing.
