*Safest* way to mail a document?
So, I just got a call from my roommate. He just got to Chile (he's from there originally). He forgot a very important document... which he needs to get back into Canada when he comes back at the end of January.
I'm going to send it to him tomorrow... but what I'm wondering is what is the safest possible method of delivering it to him (that wont cost more than $20-30)? It would be absolutely horrible if this document were lost.

You can check and see whether or not Canada Post offers their Registered Mail service to Chile. It is almost 100% failsafe, relatively inexpensive compared to the competition, and requires a signature at the recipient's end to complete delivery.
Failing that, I would opt for UPS Registered document service despite their outrageous fees. UPS has more offices in countries around the world than other companies such as Fedex. I wouldn't even consider smaller places like Purolator, since it is a given that they won't have an office in Chile, and who knows how many hands your document will have to pass through before it reaches it's destination. The fewer hands the better of course, and UPS is probably the safest way to maintain continuity of the document from here to there.

Keep in mind if you ware wanting the document sent quickly with a quick delivery time, registered mail is basically regular snail mail. The benefit is a signature at the other end of receipt. UPS or Fedex would be the best way and more costly, but insured (somewhat) Once the major courier companies get the document close to it's destination, they farm out the rest of the delivery. Only if they do not have the company employees in the location.
I have sent many things in the past job, to Chile. However, they have all gone to Universities and Medical Centers, so no problem. I think the locals, be they shipping people or the authorities tend to place more respect on "official" transactions. They consider Universities and such as "government business". If you can send it via something like this, you may have that extra modicum of security. To the Canadian Embassy or Consulate maybe?
I asked him if thats where he wanted it sent but i'm sending it to him directly... its a little town called Valparaiso... on the coast just west of Santiago... so I figure it should get to him fairly quickly
