A block heater is not required if you are storing your car for the winter. You should have antifreeze in the radiator that will protect the engine. The threat is where the antifreeze is very old or diluted to the point of being non-existent and the engine coolant freezes, therefore cracking the block. This is rare in most of today's cars.

A block heater helps to warm the engine and oil, to make winter starts more realiable and ease the wear on a cold engine.

You will find most people who store their S2000's over winter don't bother plugging them in. On the other hand a battery monitor / trickle charger is a wise investment.

A really good winter tire is surprisingly the Firestone Winterforce tire. Extremely cheap and extremely grippy. Michelin makes crappy winter tires especially for the price, IMHO. I'm currently running the Dunlop Wintersport M3's on my '05 M3 and my car seems to go through everything this winter has thrown at us soo far. Only got stuck once and thats simply because the snow was too deep for too long. My car was sitting with the tires off the ground when I stopped moving, haha.

As for places to rent, I'm not too familiar with apartments as I live outside the city, but river heights and the corydon area are both nice areas. Lots of nice Condo's to be purchased for very reasonable prices as well, if thats something you are interested in.

It's too bad you feel that way about Winnipeg.
