HELP - Front Bumper Repair (DIY) needed

I was half asleep when parking at work today and curb the front bumper. The bottom 0.25" is scrapped.

Can I use sand paper to sand it down and use touch up paint to fix the ugly black spot?

it never looks the same when you use touch up paint on one spot. If you use the touch up it wont be black but it'll be a bit off from the color of your car.
