Good morning

I have a 03 s2000 .uk ap1

since owning the car the fuel gauge has always read empty with fuel light illuminated

I have removed the sender and tested it and I have correct resistance

I have tested the wiring from sender to Speedo which is also fine

earth from sender to body also good
earth from Speedo to body again good

now I have bridge the fuel sender on the Speedo direct to earth in a hope to create 0 resistance which would then display FULL but nope nothing

could the cluster itself be to blame ??

Have you done "fuel gauge sending unit test" from service manual?

That way you probably blown a fuse or in worst case fried hole gauge cluster. When fuel level decreases resisrance should increase.
