Default Does the panic button work?

If you don't have the factory (or any) alarm system installed, should you still at least get some sort of response when hitting the panic button on the remotes? I know lots of other people who with different honda models who don't have alarms, but they still still gets horns and lights when they hit it. The manual is sorta unclear, and makes it sound like you should, but then it doesn't really MENTION if this is if the alarm is or isn't installed. Just wondering. TIA, guys.
