I am thinking gimmick.

They use this technic for under-water, under-ground and even above ground piping - but it take much more current than your battery could provide and still be able to start your car in the morning. It is called Impressed Current Cathodic Protection and you need to have excellent earth grounding for it to work. Here is some wiki info for you:

It would probably work if your car was buried in the ground or sunk into a lake. Of course the latter would likely kill the electronics.

I don't know about that. Speed Racer didn't seem to have much trouble with the Mach 5 under water. Then again, he probably had a cathodic protection system on it.
