VSA switch off wiring

Default VSA switch off wiring

can someone confirm if the white wire and the black wire have 10V across them? also, is it normal for the VSA module unit to have a clicking noise when the IGN is on? here are my readings.
Black wire is continuous to GND
white wire is NOT continuous to GND
black wire is continuous to white wire with IGN on
white wire is not continuous to GND even with IGN on
there is 10vdc across white (+) and black (-).

my VSA switch is functioning normal with terminal 1 (white) and terminal 6 (black) open when button is not pressed, and closed with button is pressed.

for some reason, i can not get my VSA light to turn on. even holding the button for 2 seconds.

NOTE:
- I tested the white wire at the VSA module unit at terminal 27, and it is continuous with the white wire at the switch. it is not continuous with ground with the key out.
- I also tried driving around the block and try to peel out. the VSA light does flash.
- the VSA light turns on for a few seconds immediately after turn the key to IGN on. so I know the bulb is not bad.
- all ABS sensors are intact. checked clutch interlock switch and pedal position switch. VSA sensor cluster as well.
