There's this weird spline fitting thing that goes into a loop on the end of a rod for most windshield wipers. It attaches to the end of the wiper motor. On my old supra, the wiper motor was in the engine compartment up against the firewall, but that rod was behind a wall at the back of the engine bay near the bottom of the windshield. It was a big pain in the ass to work with, and if you get it attached wrong your wipers will go all crazy so be careful. It should have marks to line things up. If this is your problem, see if you can find a service manual to guide you through it. It's not too hard or anything, but getting the spline thing aligned is pretty important or your wipers may scratch something.

Edit: added detail

I checked the motor and it seems fine, how do you take the wipers off so I can pull off the plastic guard that covers the motor to have a better look

check to make sure the bolts to hold your wipers on are torqued to spec. If they arent tightened they they dont work from what I understand. Somone may be able to correct me if Im wrong, but the guy who changed my windsheild told me to make sure I torqued my wipers down when i got home since i had them off when i took it in. Hope it helps.

I tried that but still nothing thanks though, when i move the wipers by hand while there on and stretch them till there almost vertical it makes a loud noise from the motor like something inside isn't grabbing to make them move
