Are tunes locked?

Just a quick update if any body cares.
From talking to Hondata(read between the lines as they do not admit to anything) my problem will be cleared up (most likely)
if I update the software and reload my tune.
So I upload the new software and the boxes to click to upload or download my software are not accessible. I talk to Hondata again and they my tuner has locked the tune.
I then get on the phone with InLinePro, well 10 days later and about 5 phone calls and a dozen texts they admit that they 1) must have locked it, 2) they did not store the tune on any computer they have there, 3) the tuner who did it no longer works there and they will not give me any info on him.
They have offered to re-tune the car for free but the issue is I am now 500 miles away from them. Not making a 1000 mile round trip to get a tune. I guess you can say they tired to make it right but my personal opinion is that they are a bunch of bumbling assholes and I will never go back there. I never liked them in the first place, they never made me feel at ease there, I always felt they were looking down on me or something. I had some later work done at PTuning and it was just the opposite. They made me feel like one of the guys and treated me with respect(hats off to Patrick). Anyway I digress. Any shop like InLinePro who first locks a tune you pay $600 for and then does not even store or keep of record of your business sucks.
If you get a tune from any shop make sure you can access it, my bad for not doing that earlier.
Now I am looking for a good tuner in the Charlotte area.
