You can wiggle the shaft back and forth, but barely.
easy way to check if oil is being blown by the chra in to compressor housing and ultimately burned off - pull the charge pipe off the turbo and see if there is oil on the walls of it. the good thing is if you see oil in there, you have found the problem. bad thing is that the oil has now gotten in all yuor charge pipe, intercooler, bov, throttle body, map sensor, intake manifold and everywhere else in the world including north korea.
you can clean the intercooler easy by pulling it off, pouring some gasoline in side it, shake it a bit, dump out gas, repeat until gas comes out clean.

btw, all turbos, both journal and ball bearing, will have varying shaft play. the way you described your shaft play
sounds terrible. it should spin freely with no resistance, with or without oil in it.
