fellow Marylander here, have gotten my inspection done only by OBDII scan, gotten pulled over hoodless with CTSC fully exposed and no issues here.
CTSC is CARB legal

i know, it has the carb thing engraved on the mounting plate. but the cop didn't seem to care in the least, and they are so nonchalant at the emissions place.

Like sigmanin said, that's just places where you have to buy the california emissions package on the car. Florida, for example, currently has no emissions testing at all, unless it's been changed very recently.

i dont think that is talking about emmisions testing just the california emmisions package that you have to buy.
all new cars sold in california have a special emmisions package that is installed to lower emmisions on cars sold in teh state. som cars meet the carb standards w/o the emmisions package but alot dont from what i understand.

so from what you quoted it sounds like ppl will just have to buy the emmisions package when they buy a new car.

still sucks tho as it is not cheap like 1500 or so i think. ill have to ask my coworker who lives out there.
All new cars are CARB certified cars aka 50 state emission compliant. It happened a few years back

florida is emmissions free testing state still. though i heard they are trying to change to cali emmisioisn, but only on new cars. all previous year cars will be grandfathered in. it will be a royal pita if florida starts this crap up again. my car will fail just looking at it.
