if hte wastegate flapper is still connected to the actuator arm, then you will have a hard time moving it with your fingers alone! you need vacuum to the top of the actuator to get it moving.

Now if you have disconnected the actuator arm from the flapper and the flapper isn't able to move smoothly, then you would have problems.

Thats normal, my turbo has a little oil in the same place.
