IMO the GT3076R spools so fast anyways i wouldnt even bother with a twinscroll unless you just really want to. I have a GT3076R .82 turbine on a pfab log manifold and it will hit 8psi @ 3500rpm...on this engine it feels like instaboost seriously.
it's incredibly early spool IMO any earlier is too stressful on the motor and may cause issues.I personally rate motors for how many ft/lbs the motor is good for rather then how much the stock block is good for in hp etc. I wouldn't ever push past 300ft/lbs myself and I think 250ft/lbs is pushing it a bit for a DD.

GT3082R = lag of the GT3582R, power of the GT3076R...
For your goals, the GT3076R is probably your best bet. The 0.82 a/r Tial housing is pretty awesome. It can be added to any GT3076R (except maybe the internally wastegated ones...). The 0.78 a/r divided housing is available from ATP.
