Great information! I recently rebuilt my Paxton 1000 as well and my impeller only had one shim on it, compared to two on yours! Seems that there is quite a bit of variation with their builds. Also, from my research, the impeller nut needed 35 ft/lbs, or at least, that's what a paxton manual said. Thanks for the write up!
Do you have a copy of the manual? where did you find it and would it be possible for you to send me a copy?

Found this:
If you find that the impeller seal leaks (after been rebuild), you need to add/remove shims 29-32 so that sufficient pressure is applied to the impeller output shaft seal.
The impeller has .100" worth of spring "travel". The shims need to be added so that you have applied pressure to the middle of that range (.050) once fully assembled.
