would it be a better idea to have it on? and also let's say you don't have it on and have it tuned for 9 psi, then when u decided to get a bov, do u have to retune?

nope... you'll be fine.

It wont hurt the turbo either, however, you'll get the compressor surge noise and iit'lll kill the spool between shifts.

Compressor surge kills turbo seals. It might not happen as quickly as if you were boosting past 10-12psi (higher the PSI, the faster the blade stops on the turbine, as there is more force to resist it). It will eventually wear out the turbine seals, though, and faster than if it were not happening.

It always a good idea to run a BOV in just about any FI application. Its another safety valve, in case something else goes wrong (wastegate sticking, etc).

Personally, I would never run a turbo system without a BOV.

where can i buy the greddy pipe with the flange on so i don't have to take it off and weld it?

just buy the bov on ebay with the flange and get it welded...

No tuning needed... just put it on the intake pipe, and route the vacuum line to a vacuum source... no tuning needed to install a BOV.
