They can still impound your car even if you are out of state if the CHP feels that you've been here for longer than the 20 days and the mods on the car warrents it.

They just plug into the OBDII port and check for codes (makes the Stand-alone a bitch)
If you could fake up the stock ECU with the right signals from each input and have it wired into the OBDII you could have a carburator under the hood and they would never know.
