Well since there are so many car enthusiast in CALI, why don't you all band together and persuade your state rep's and sneators to change the laws to be more friendly.

This worked a few years back when CA passed a new smog bill for cars 25 years and older are smog exempt, instead of the PITA law of 1964 and older.
