That's WAY low fuel pressure. Either the pump is faulty, or the FMU doesn't have any restriction in it.

I'd swap back to the stock Regulator, then check the pressure again. If the pressure comes up to 40-50psi, the problem is the FMU. If the pressure is still low, it's the pump.

I pinched the return line and I armed the fuel pump. Pressure shot up to 100psi and I shut it off. This means the FPR is bad correct?

Give Comptech a call, I don't know the acceptable #'s for their FMU.
