I'm guessing a competent tuner should be able to tune to 12-13 psi on 91 octane.

That assumes you can do the work yourself. A lot of us, myself included would not feel comfortable tearing off the head and installing a gasket and then putting back together. To get a shop to do it costs a lot more than that!

I just ordered a kit from Mase and I am excited to join the 400whp club shortly. The big reason for me was an aem tuned by Mase himself. Yes it maybe conservative, but I can plug it in and go. Some tuners cannot get the start up and idle right. That is huge and most guys on here know that.
