Default Throttle response issue

I have a AP2 with an Inline Pro Stage 1.

The power produced is non linear. 3/4 throttle produces fair acceleration. Full throttle produces full power. There is clearly a throttle position, right at 3/4, that is "light switch" sensitive. Boost remains "full" (measured at the intake manifold) regardless of whether the throttle is 3/4 or full. Yet output varies markedly.

Is the VTEC not engaging until full throttle?

This is kind of a confusing question you're asking. And how do you know the power is non linear?

Sorry for not being more clear. It's glaringly obvious the throttle does largely nothing until past 3/4 throttle. I can even move the pedal slightly to affect acceleration greatly. For example, it won't come close to spinning, then beyond a certain point, will spin the wheels wildly. Then back off a tiny bit and it's back to lower output.

I was thinking that possibly the tuner disabled VTECH until 3/4 throttle.

Remember, boost remains at 17 the entire time.
