yes that means use both. but you have to know when your wastegate was manufactured because the color code will be different. you can tell the difference from the pix on the tial website

Ok so If I have a old 44mm MVR and Old TIAL Q BOV and am using the new style springs it wont work?

you won't get the correct boost pressure your aiming for.

Well my waste gate is a mvr so that's deff new. I'll use the green and blue for that. I think the bov is older.
