If you're getting surge with the TiAL bov then you don't have the right spring. They just released the new design and is suppose to flow 60% more than the previous.
From my experience, bov's works differently on every car and setup. Some guys dont have problems, some others do. For my S2k setup, I had surge on the tial. There is no question on having the wrong spring rate or if it was installed correctly or not. I had the 11psi spring which is matched with the vacuum the s2k is pulling and the vacuum source was installed properly (cant really mess that up).... On idle, rev'ing the motor, the valve never opened. On the dyno and on the road, on full boost it would surge for a second then blow off. On lower lower boost, throttle let off, the valve wouldnt open. To reduce surge, we installed the 9psi spring. Obviously it would be softer and quicker reacting. It helped a lot but it still surged. Even if flow is better by redesign, that wont fix it from not opening upon initial throttle close. What would help the tial is for it to react instantly and not lag.

Are you able to run a boost controller on their wastegate? I know it has a built in "boost controller" but I need to use an electronic boost controller.
yes, you can run a boost controller with the Synapse wastegate. there's a forum on the Synapse website, which you can see a thread discussing it.

Nippon Power at Miami, Florida has the Synchronic BOV and Wastegates at a good price too. Check them out.
