My crank pulley came of pretty easy (2 or 3 tugs) with some PB Blaster, Moroso crank pulley tool for Hondas, and a long handle for my jack.

Pb blaster is great stuff. It may be worth a shot to get some. Spray it on and let it sit 20min. Makes life a whole lot easier

If that cover is coming off man, the pan has to come with it, you will never be able to get it back on, with the honda bond, and HG to worry about.

Ik that isn't what you want to hear, but trust me, I tried leaving my pan up and there was no chance in hell it was happening.

Nope.
Really? In the pic it appears that you're trying to break loose the stock pulley; was it rusted?
