Do you have any locals that went through the same thing? I would look for others in the same area that had to deal with the same rules etc. maybe talk to an inspection man and see what they can allow and not.
Passing the code is one thing as you say, but I guess it depends alot on who's inspecting if they are gonna react on the extra stuff.

I'm sure the EMS has served you very well but the Kpro would at least alleviate your worries about the CELs for as long as you will own the car.

The only downside is that if you want IP to tune it again you'll have to get to VA.

Sucks that you have to change your valve cover and sensors etc to use the Kpro but upi only know if its worth it!

If you are getting the IP tubular manifold, you'll need the retune anyway?

Also, Im going to be in the same boat as you spec, except I am in mass....basically the same laws and qualifications. I reallyy dont want to have to pull my whole turbo kit off to pass=(

we have vans on on ramps, when you drive past it can run your emissions.

i ran into the same issue when i was turbo. i knew a guy upstate but i dont think he still works there. i'm kpro now so i dont have the issue but pm me and i'll let you know who to contact to see if he still works there.
