Default VAFC II and changing VTEC engagement

Guys, I have a VAFC II and I don't want to buy an EMS ONLY because I can't get through emissions without being OBDII compliant. Is there any way to drop the VTEC engagement point with the VAFC II and some dyno tuning without blowing it up on an FI car without an EMS?

Setup:

Comptech SC/AC
RC Engineering 550cc injectors
VAFC II

Dropping VTEC to 5200rpm or so would make a huge difference

Proper tuning as always is highly recommended
