white smoke when start up the car

white smoke when start up the car
HI all,
my car is turbocharged and i noticed white smoke when i start up the car ( go away in few seconds) then outside of my exhaust is moisture and water making black spots ( last for few seconds as well) like in this picture.

( i always park my car at the same spot so this picture was taken after many starts up )
i also see white smoke at WOT , but My coolant is fine and I don't seem to have a lot oil consumption. any idea what's going on here ?
