Why does Vortech have an 00-01 kit and an 02-03?

What makes the 00-01 kit different than the 02-03, and why wouldn't the 00-01 work on a 2003 s2000?

The 00-01, and 02-03 have slightly different tunes on the stock ECU. That's all I can think of.
