I finally performed the repair about a month ago, but was reluctant to post because of the the adhesive used (I wanted to wait to make sure the results were acceptable). Although the product I used is not truly a neutral cure silicone, there was no damage to the dash, cleanup during application was very easy, and the repair has held up very well.

Repair steps:

• clean dash surfaces to be joined
• run bead of silicone along seam
• force silicone into seam with finger
• wipe up excess with shop towels

Total repair time was 40 minutes and total cure time was 24 hrs.
